People with disabilities are often described as the ‘forgotten’. They are regularly the poorest of the poor, socially isolated, living in remote areas and unaware of or unable to access or afford services. In this picture, outreach services are seeking to identify people with vision impairments in remote communities. Development practitioners in all sectors should work with local communities to identify people with a disability and ensure they enjoy the same benefits and opportunities afforded others by their programs.
Disabled people are the poorest of the poor; and yet they are not mentioned in the Millennium Development Goals and are frequently forgotten in poverty reduction plans. Unless they are included in mainstream development plans, poverty will never be beaten (400 million R; 2006).
